INDIA EU WATER INITATIVE

The Strategic Confluence: Crafting a Water Secure, Resilient Future

The India-EU Water Partnership (IEWP) bridges policy, technology, and governance to transform water management across India’s most critical river basins.

A Strategic Partnership for Critical Water Challenges

The India-EU Water Partnership serves as a strategic political platform dedicated to addressing critical water challenges through unified cooperation and proven expertise. By harmonising frameworks between India and the EU, it transforms water management into a coherent, innovative model designed to ensure a resilient and sustainable water future.

The Partnership was formally inaugurated following the ‘Joint Declaration on Water’ adopted at the 13th EU-India Summit in Brussels on 30 March 2016. This commitment was further solidified in October 2016 with a Memorandum of Understanding (MoU) signed between India’s Ministry of Water Resources (now the Ministry of Jal Shakti) and the European Commission.

The IEWP leverages the European Union’s longstanding history in river basin and water management—including the implementation of over 160 management plans—to create innovative, sustainable solutions. Together, we are building a resilient water future that benefits both regions and contributes to global Sustainable Development Goals (SDGs).

Our Impact

Institutionalising River Basin Management Excellence Across India

The IEWP has established a national benchmark for scientific water governance by adapting European River Basin Management methodologies to Indian contexts. By scaling this "stepwise approach" across major basins through partnerships with premier technical institutions, India is institutionalising a resilient, data-driven roadmap for sustainable river management and transboundary cooperation.

Advancing Water Circularity through the Safe Reuse of Treated Water

Establishment of the National Framework on Safe Reuse of Treated Water (SRTW) marks a landmark step towards India’s water circularity . This strategic shift has moved policy into practice, inspiring states like Uttarakhand to pioneer comprehensive reuse mandates and driving industrial adoption in sectors like textiles and thermal power. By bridging national ambition with scalable business models and technical expertise, the partnership is securing a water-resilient economy through systemic, multi-sectoral implementation.

Elevating India–EU Water Diplomacy to the Global Stage

The IEWP has evolved into a premier water diplomacy platform, fostering deep political commitment and bilateral engagement from over 11 EU Member States. By organising high-impact forums and specialized professional training, the partnership translates high-level strategy into actionable river basin management. This collaboration builds a lasting legacy of institutional excellence, equipping the next generation of water managers with global best practices to ensure a water-secure future.

A Decade of
Innovation

The IEWP - Phase II, or IEWP Action Phase 2, followed the completion of Phase 1 on 31 October 2020, building upon its established cooperation framework. In this phase, the nine priority areas were reorganised and integrated into a flexible IEWP Action Plan to enhance implementation efficiency.
